CINCINNATI -- One man died and another was hospitalized Monday after a shooting in the city's Over-the-Rhine neighborhood. 

Thirty-three-year-old Markus Bell stands charged with murder and felonious assault in connection to the incident.

The two victims are believed to be a father and son, police spokeswoman Tiffaney Hardy said. The deceased victim was later identified as 21-year-old Shawn Kelly Jr.; the other, a man in his 40s, was taken to University of Cincinnati Medical Center.

The shooting happened at about 10:30 a.m. near McMicken Avenue and Vine Street. Hardy said it may have started as an altercation at Findlay Playground on the same block. The victims later arrived at a fire station on McMicken Avenue in search of help.

The location is in the same area as a rash of fatal shootings three weeks ago.

Hardy said the Cincinnati Police Department has stepped up its presence in the area.

"Just this weekend, we had a community event, stop-the-violence event, so we are doing what we can," Hardy said.

The department also is getting help from anti-violence organizations such as the Phoenix Program through Cincinnati Works and Project Nehemiah.
