The Hamilton County Job and Family Services Department saved up money for 10 years anticipating a big fine from the federal government. The fine wasn't that big and now it has $78 million in the bank. There's lots of ideas about how to spend it, but our editorial board thinks the decision should be pretty clear -- put it back in children's services programs.

<p>The Hamilton County Job and Family Services budget includes a surplus of $78 million dollars that some in congress want to use for pet projects. We would like to see the entirety of that budget go back to helping children in need in Cincinnati.</p>
