CINCINNATI — A man was shot to death Thursday afternoon in CUF, according to Cincinnati police.
Forty-nine-year-old Randy Billings was dead when police arrived at the Marshall Avenue scene of the reported shooting shortly after 1 p.m.
Javonte Smith, 23, was arrested and charged with murder three hours later.
