NEWPORT, Ky. -- Neighbors along Riddle Place blame poor drainage for the flooding that often accompanies heavy rain in their neighborhood.

Timothy Fairless has replaced the carpet in his basement twice because it flooded.

"So far I'm $17,000, and this would be another $2,000 or $3,000," he said. "Luckily, I saw it coming this time, and I was able to get my personal belongings up out of where the water is going to be."

Angelica Carrier said she's new to the area and was stunned by flooding after this weekend's rain.

"It comes up like Niagara Falls, straight up out of the ground, and it floods the whole back yard," she said.

A spokesman for the city of Newport said crews regularly clean out storm drains, but that, because much of the drainage is on private property, crews' access is limited.

According to Northern Kentucky Sanitation District No. 1, there have not been any recent reports about flooding on Riddle Place.

The sanitation district recommended homeowners call when flooding occurs so they can work with the neighborhood to locate the problem and find a solution.
