CALIFORNIA, Ky. -- Campbell County Police have arrested a man and charged him with leaving the scene of an accident that left a girl dead on the AA Highway near California Crossroads Road at about 7:51 p.m. Wednesday.

Police found the juvenile female's body and determined she had been struck by two vehicles. They say the first driver, Harley David Edgley, struck the girl and did not stop to assist her, as required by Kentucky law. Police say she was lying on the roadway in a dimly lit area when the second driver hit her. That second driver remained on scene, and police say they do not expect to file any charges against that person.

Twenty-four hours after the crash, investigators identified Edgley and charged him under Kentucky Revised Statue 189.580 – duty in case of accident with the aggravating circumstance of a party to the collision sustaining serious physical injury or death.

Campbell County Police say the investigation is ongoing and ask anybody with information of Edgley's whereabouts from noon to 8 p.m. Wednesday to call them at 859-547-3100.

Police are withholding the victim's name.

According to Holly Hill Children's Services, the girl was a 17-year-old resident of their facility who left the campus without permission.

"The Holly Hill family is devastated by this incident," they said in an emailed statement. "Our focus is on providing support to the girl's family, to our other residents and to our staff. We are of course cooperating fully with Campbell County Police and state agencies. Nothing like this has ever happened in our 133-year history."
