Devaughn Tibbs
CINCINNATI -- Twenty-eight-year-old Devaughn Tibbs succumbed to his injuries Tuesday morning at the University of Cincinnati Medical Center after being found shot in the 1600 block of Sparkle Drive in Roselawn around 3 p.m. Monday.
An investigation by the Cincinnati Police Department’s homicide unit is ongoing.
