EDITORIAL CARTOON: What it stands for

The city manager's office announced the City of Cincinnati will be facing a $25.1 million shortfall in its upcoming budget.

Lower than expected income taxes and raises given to city employees contributed to the deficit, and City Manager Harry Black has said most city departments will have to cut up to 10 percent of their budgets.

The shortfall might make anyone in the city government a bit woozy.
