Arrested Monday after nine-month investigation

LEBANON, Ohio -- Two Lebanon Correctional Institute supervisors were arrested Monday morning after a nine-month investigation into the trafficking and manufacturing of illegal anabolic steroids.

Authorities with the Warren County Drug Task Force and the Ohio State Highway Patrol say Anthony Conn, 41, and Brian Bendel, 43, trafficked drugs outside prison walls.

Conn and Bendel were indicted Monday. Conn is being held in the Warren County Jail. Bendel is in the Preble County Jail.

Authorities said Conn was also involved in the manufacture of the anabolic steroids. John Burke of the Warren County Drug Task Force said anabolic steroids are imported to the United States from China.

"It's very simple to buy that from China then take olive oil and mix them and make injectables out of them, that's what was going on here," said Burke.

Burke says Conn was participating in illegal activity at home around his 12-year-old daughter. Bendel provided money for some of the orders, according to officials.

"We also did search warrants at their residences where we found considerable more stashes of these drugs."

While Burke said he hasn't dealt with this type of problem involving law enforcement in Warren County before he says it happens across the country.

"These are people need to stay fit for a variety of reasons, but it's illegal."

Conn and Bendel were each correction officers for 19 years.

The investigation is continuing with additional arrests forthcoming, officers said.

Conn, of Miamisburg, Ohio, was charged with 32 counts of trafficking in drugs, 15 counts of illegal possession of drugs, one count permitting drug abuse, one count of the illegal manufacture of drugs and one count of endangering a child.

Bendel, of Somerville, Ohio, was charged with 13 counts of illegal possession of drugs, six counts of trafficking in drugs, one count of permitting drug abuse, one count of the funding of drug trafficking.
