On the surface, Blackwell's first changes as police chief appear diminutive, but the largely symbolic gestures help him make an initial imprint on the police department, criminal justice experts said. Blackwell's changes provide a foundation for him to earn the trust of the community and the rank-and-file police officers in the trenches, experts said.
