CINCINNATI -- The NFL fined a Steelers linebacker $25,000 on Wednesday for a vicious block that ended the season for Bengals punter Kevin Huber, according to a report from NFL.com .
A league source told NFL Media Inside Ian Rapoport that Terence Garvin was fined for the jarring collision that broke Huber's jaw and left him with a cracked vertebrae during Cincinnati's 30-20 loss to the Steelers in Pittsburgh.
Garvin did not draw a penalty on the play, but NFL Vice President of Officiating Dean Blandino called the hit "illegal" on Tuesday, saying the linebacker used the crown of his helmet to hit Huber above his neckline.
The NFL report said Garvin plans to appeal.
The Bengals placed Huber on the Reserve/Injured list Tuesday, ending his streak of 81 consecutive games played. It was the longest such streak on the roster.
The same day they deactivated Huber, the Bengals signed second-year pro and former Buffalo Bills punter Shawn Powell for the rest of the season. In addition to his punting duties, we will also hold on field goal and extra points tries.

Huber said he will have surgery on his jaw on Friday. He is expected to make a full recovery and be back with the team next year.
