Victim identified as Chelsie Owens in fatal wrong-way crash

SILVERTON, Ohio - A 23-year-old woman was killed in Silverton in a fatal wrong-way crash early Thursday morning.
Chelsie Owens, 23, of Oxford, Ohio was killed when her 2002 Mazda 626 traveled southbound in the northbound lanes of Interstate 71 and hit another vehicle close to the Stewart Road exit at about 2:45 a.m, according to police.
Police said Owens continued to travel in the wrong direction and she side swiped a 2003 Ford Focus. The Ford Focus was driven by John Dolcini III, 52, of Maineville, Ohio and was traveling northbound in the left lane.
After Owens struck Dolcini's vehicle, her vehicle entered the center lane of I-71 and was struck by a 2003 Volkswagen Jetta driven by Michael Thompson, 56, of Cincinnati, Ohio, according to police.
Officials said after the collision, debris struck another vehicle driven by Daniel Maggard, 27, of Norwood, Ohio.
Owens sustained fatal injuries and was pronounced dead at the scene, according to police. Thompson is in stable condition at University of Cincinnati Medical Center.
Officers believe alcohol or drugs are factors in this crash and remains under investigation.
Police say a second crash happened at about 5:30 a.m. when a motorcyclist went around flares set up for the fatal accident. The driver suffered minor injuries.
