The recession is hurting the Tri-State's three riverboat casinos.
Their revenues dropped 13.5% in the first half of the year, at least partly due to a 4% drop in attendance.
Meanwhile, a study by the University of Cincinnati says Ohio could see $11 billion in revenue if four casinos opened in Ohio cities.
The study are also projected to bring 2,700 new jobs.
One of those casinos would be built in Cincinnati.
