Cincinnati City Council member Jeff Berding is opposing any layoffs of police officers and firefighters that may arise in 2010 and 2011.
Berding and leaders from the Fraternal Order of Police and local 4-8 firefighters union signed a public safety pledge Thursday.
However, some members of city council released a statement about Berding's oppostion, which said, "Any actions by members of the council that undermine the administration of the city are unwelcome and counter-productive.
