Registered sex offender, indicted on counts related to 3 unsolved 1995 rapes, due in court

CINCINNATI - Hamilton County Prosecutor Joe Deters announced a 24 count indictment against a registered sex offender in relation to three unsolved rape cases that occurred in 1995 in July and he is scheduled to appear in a Hamilton County courtroom Thursday to either enter a plea or set a date for trial.

Stanley Lightner, 45, was arrested and charged with raping two 12-year-old girls and a 19-year-old woman between March 13 and April 1, 1995. According to Deters, Lightner forced himself on all three victims at gunpoint and threatened to kill them.

Lightner served nearly a decade in prison after a 1996 conviction on charges of attempted rape, attempted kidnapping, robbery, and felonious assault. Deters said an investigation connecting Lightner to the current 24 counts was sparked after United States Marshals completed a sweep of local sex offenders with out of date residency registrations.

On June 11, U.S. Marshals picked Lightner up at the Cincinnati Museum Center, where he worked for Sodexo, the museum's catering company, as a cook, for an out of date address he is required to supply to authorities as part of his prior conviction. A DNA sample was taken from Lightner after the Marshals' sweep that matched DNA collected from the 1995 unsolved rapes when ran through the Combined DNA Index System, Deters stated.

The counts Deters outlined specifically include 13 counts of rape, 4 counts of felonious sexual penetration, 5 counts of kidnapping and 2 counts of felonious assault.

"Lightner deserves to spend the rest of his life in prison," Deters said. "His crimes were horrific and he changed the lives of his victims forever."

Deters also released images of Lightner, both from 2013 and 1996, stating he believed there may be more rape victims in the community. His office was asking anyone with information about additional incidents to come forward.

In a press conference on July 29, Deters released details of Lightner's alleged mode for attacking his victims in 1995.

The first rape Lightner was charged with allegedly occurred on March 13, 1995 in the 5900 block of Rhode Island Avenue. Deters stated investigators believed Lightner took the 12-year-old victim into a garage by gunpoint and then proceeded to rape her.

The second 12-year-old victim was allegedly taken from a laundry room in an apartment complex by gunpoint into a wooded area near Glengate Lane, where she was raped on March 16, 1995, Deters stated.

The third incident that was part of the announced indictments took place on April 1, 1995 and involved a 19-year-old woman who was taken into a wooded area near Windsor Street and Saint James Avenue.
