Price Hill man police say is a repeat sex offender, poses as an officer, to face judge

CINCINNATI - A Price Hill man police say is a repeat sexual predator who often impersonates officers is scheduled to appear in a Hamilton County courtroom Tuesday to either enter a plea or set a date for trial.

Ray Cobia, 42, is charged with impersonating an officer, two counts of rape, two counts of sexual battery and two counts of criminal child enticement from two separate cases.

In one case, police say Cobia drove up to a 13-year-old girl on July 29 and tried to get her into his Chevrolet Tahoe.

Investigators said Cobia told the girl he was a police officer and would arrest her if she didn't have sex with him.

The child fled and later filed a report with police. But on Aug. 5, detectives said Cobia attempted to pick up the same girl again, which is when she was able to get his license plate number. Police arrested him that same day.

“He attempted to use the offer of money for employment to get the young lady into the car," said Cincinnati Police Cpt. Russ Neville.

In this case, police charged Cobia with the two counts of criminal child enticement and impersonating an officer.

In a separate case this year involving an adult woman, Cobia was charged with two counts of rape and two counts of sexual battery.

But the latest charges against Cobia aren’t the first he has faced involving sexual crimes and crimes against children.

On April 13, 2004, investigators said Cobia forced a child to engage in sexual conduct against her will. He was found guilty of kidnapping, sexual battery, rape and impersonating a peace officer and served four years in prison.

In 2010, officers said Cobia opened a business only a short distance from Carson Elementary School on Glenway Avenue. But his court order didn't prohibit him to stay away from children, so there was nothing officers could do.

Police told 9 On Your Side they want the community to get a good look at Cobia because there could be other victims.

"For every parent, communicate with your kids, young daughter, young son, it doesn't matter -- talk about matters or possibilities like this,” Neville said. “If in fact any child, male or female, has been approached by Mr. Cobia or enticed into a vehicle, we would certainly like to hear about it."

Police believe Cobia approached his alleged victims in a 2001 white Chevrolet Tahoe.

Cobia is scheduled to appear in court at 8:30 a.m.
