CINCINNATI -- Cincinnati Mayor John Cranley recently announced a plan to give 5 percent raises to first responders such as police officers and firefighters.

While we all agree that they deserve as much pay as possible, the mayor's plan has a catch: His raise proposal is higher than the raise hammered out through the city's collective bargaining process between the unions and City Manager Harry Black.

Some have accused Cranley, who is up for reelection next year, of going over Black's head to score political points. Others have said it undermines the collective bargaining process and the role of the city manager.
