A Hamilton County Grand Jury indicted 27-year-old Christopher Lukacs of West Price Hill with four counts of rape and one count of felonious assault.
Prosecutors said more charges are possible after the investigation is complete.
Hamilton County Prosecutor Joe Deters said, "If you choose to rape a child in this community, you'd better be prepared to spend the rest of your life in prison and that is our goal in this case."
Prosecutors have also charged the girl's mother, 29-year-old Ambre King with endangering children.
Prosecutors believe King knew the abuse was happening and did nothing to stop it.
Lukacs was previously convicted on gross sexual imposition charges involving a 12-year-old girl.
