CLEVELAND - Gov. John Kasich toured a Red Cross shelter Wednesday night in Lakewood, a suburb near Cleveland, where 15,000 residents were still without power following Hurricane Sandy.

That's about 25 percent of the city's population. However, Mayor Michael Summers said 10 FirstEnergy crews were expected in Lakewood Wednesday night.

"So hopefully we'll begin to gain on this," he said.

Between 70 to 100 people were expected to stay overnight at the Lakewood shelter.

"We can't cook. We don't have a phone. The toilets hardly flush. It's just bad," said Dawn Baker, who hasn't had any electricity since Monday.

Kasich passed out candy to the guests at the shelter. Earlier, he held a news briefing in Cleveland with Mayor Frank Jackson and praised the city and Cuyahoga County for its response to the storm.

"People should feel good about what's happened here, but we're not out of the woods yet," he said. "But things are looking much better."
