HAMILTON, Ohio - The Butler County Commissioners met Thursday morning to appoint Jerome Kearns as the Acting Executive Director of the Children Services Agency.

The commissioners also confirmed that Jeff Centers, the Executive Director of Children Services was on paid administrative leave as of Sept. 17.

Children Services came under fire this summer for allegedly failing to respond to complaints about Shawn and Joanna Blackston of Middletown. The two are charged with kidnapping, child endangerment and unlawful restraint after police say the Blackston's 12-year-old daughter was found locked in the basement of their house.

9 News learned that there had previously been discussion about merging Job and Family Services with Children Services, but that the Blackston incident likely moved that process forward.
