U.S Attorney: Cincinnati man charged wtih 20 Federal charges involving child pornography

CINCINNATI - A Cincinnati man was charged with 20 counts of producing child pornography involving an 11-month old and an approximately nine-year-old child by a federal grand jury Wednesday.

James O. Napier, 38, is accused of using an the 11-month-old for sexual gratification, molestation, and making a video recording of the acts before placing it on the Internet in Nov. 2009, said Carter M. Steward, United States Attorney for the Southern District of Ohio.

The indictment against Napier also includes 19 counts alleging that as recently as November 2012 Napier sexually exploited a nine-year-old girl and videotaped those acts as well.  He is also charged with one count each of the transportation, distribution, and receipt of child pornography.

The FBI arrested Napier on Jan. 18 based on complaints filed in U.S. District Court. The indictments stem from an FBI investigation of an advertisement of sales of child pornography the FBI said Napier posted on a website.

Napier is being held without bond.

“Production of child pornography is punishable by at least 15 years and up to 30 years in prison,” Stewart said. “Each of the other crimes is punishable by at least five and up to 20 years in prison. The investigation is continuing in case there are other victims.”

Stewart, Edward J. Hanko, Special Agent in Charge, Federal Bureau of Investigation (FBI), and agencies in the Greater Cincinnati Internet Crimes Against Children (ICAC) Task Force announced the indictment returned Wednesday.

Agencies that are part of ICAC beyond  the FBI and U.S. Attorney's Office, include the U.S. Marshals Service, U.S. Secret Service, Hamilton County Prosecutor Joe Deters, Hamilton County Sheriff Jim Neil and the police departments of Amberley Village, Blue Ash, Cincinnati, and West Chester.
