Oh, I forgot to address the "non-life threatening" injuries mentioned in the story. You can bet that most of these injuries will require ongoing outpatient treatment - probably at a cost to the taxpayer. Example - shot in the elbow...joint damage, multiple surgeries, therapy, etc.
